BONDED WAREHOUSING
 
       

The establishment of public warehouses is based on the concept of central storage and distribution of goods in the country and for international trade. Facilities available in the public warehouses are essentially for entreport trade.

To realise the concept of "Complete Warehousemanship" the Royal Customs and Excise Department allows public warehouse licence holders to act as forwarding agents of the goods stored in their warehouses.

 

APPLICATIONS FOR LICENCE

Applications for licence should be forwarded to the State Director of Customs where the licensed warehouse would be established with copies to the Director General of Customs, Passenger and Warehousing Division at Customs Headquarters. Copies of Registration of Business, Memorandum and Articles of Association and building plans must be enclosed with the applications. Fees for the licence is RM1,200 for a one year period.

RESPONSIBILITY OF LICENSEE

Every holder of a public warehouse licence is required to comply with conditions stipulated in the licence and shall be responsible for the payment of customs duties/taxes for all goods stored in the warehouse including those unaccounted for. Security of the warehouse and goods deposited in the warehouse is the responsibility of the licence holder.

PROHIBITED GOODS (IMPORT/EXPORT LICENCE)

Goods which are absolutely prohibited on import or export are not allowed to be deposited in a warehouse. Goods which are subjected to an import licence or special approval as stipulated by the Customs (Prohibition of Imports) Order 1988, can be deposited in a licensed warehouse before an import licence is forwarded on condition that the import licence is forwarded to the Customs within 48 hours after the arrival of the goods in the warehouse.

Goods which are absolutely prohibited from export are not allowed to be warehoused. For goods which are subjected to prohibition from export, an export licence must be submitted before export is allowed.
