EXCHANGE RATE FOR CUSTOMS PURPOSE

The Technical Services Division is responsible for the classification of goods in the determination of tariff rates applicable. It is also responsible for the valuation of goods imported/exported and the determination of the weekly exchange rates for customs purposes. Apart from this, the review and drafting of legislations relating to customs matters are also handled by this division.

CLASSIFICATION

All goods imported/exported and locally manufactured/produced goods are classified under the Customs Duties Order 1996 in accordance with the World Customs Organisation (WCO) Harmonised System Nomenclature. The classification of goods is imperative in determining the correct rates of duty is levied and also to ensure the effective control of goods prohibited from importation or exportation.

To facilitate enquiries on classification of goods the Royal Customs and Excise Department, Malaysia has established a few offices specifically for this purpose:

ADVANCED CLASSIFICATION RULINGS

Advanced classification rulings are provided based on applications made to the above offices by enclosing detailed information as follows :

(i)	Name of goods (Including commercial or trade names)
(ii)	Description of goods
(iii)	How goods are processed (if applicable)
(iv)	Usage / function of goods
(v)	Packing particulars
(vi)	Details of previous importation (if any) Registration Numbers of Customs No. 1 Form Harmonised System (HS) tariff code of goods released Place of importation

The Technical Services Division ( Classification Management Branch ) classifies an average of 250 to 300 commodities per month. Classification is based on the WCO Harmonized System Nomenclature.

ASSESSMENT OF DUTY

The following elements are taken into account when duty is assessed for payment:

Cost (the open market price of the goods)

Insurance

Freight

Commission and all other charges incidental to the purchase and delivery of the goods up to the place of

payment of duty

EXCHANGE RATE FOR CUSTOMS PURPOSE

All foreign currencies for customs value will be converted into Ringgit Malaysia (RM). The approved exchange rates which are valid for one week, can be obtained from Customs Offices at any place of entry. The information can also be retrieved instantly 24 hours a day by calling or fax KASTAM InfoLINK - 600 85 7711* (for local call only).

* Charges are at 13 cent for every 4 seconds from 7 am to 7 pm and 13 cent for every 8 seconds from 7pm to 7am.
