Malaysia
will sign this month memorandum of
understanding with major seamen
supplying countries in the region
to pave the way for the
endorsements of the STCW ’95
certificates issued by the
respective national maritime
administrations to their
seafarers.
The
agreements will be signed before
end of this month with Singapore,
Brunei, Indonesia and Hong Kong to
show that their certificates are
recognized by the flag State and
allow the national seamen to serve
on board vessels of the respective
countries.
Agreement
with other countries are expected
to be signed by January 2002.
By
1 February 2002, masters and
officers should hold STCW 95
certificates or endorsements
issued by the flag State.
Certificates issued and endorsed
under the provisions of the 1978
STCW Convention will be valid
until their expiry date.
This
was among the issues discussed at
the recently concluded Federation
of Asean Shipowners’
Associations which held its 27th
AGM in Kuala Lumpur.
The
Association, whose chairmanship
has now passed on from Dato Mohd
Ali Yasin (chairman of Malaysian
Shipowners Association) to Carlos
Salinas ( president of the
Filipino Shipowners Association)
also discussed the possibility of
crew exchange and training among
member countries and also create a
better network of feeder services
between member countries.
The
meeting also decided to meet more
frequently to foster better
networking and exchange views
among the various national
associations.
