The
Philippines is currently
undertaking five key projects to
comply in full with the
requirements of the amended 1978
International Convention on the
Standards of Training,
Certification and Watchkeeping for
Seafarers (STCW).
This
includes the training of maritime
instructors under IMO Model Course
6.09; the training of maritime
instructors using simulator-aided
instruction; the training of
maritime assessors under IMO Model
Course 3.12; the training of
maritime assessors using
simulator-aided assessment and the
establishment of a
quality-assurance system for all
entities involved in the
education, training and
certification of Filipino
seafarers.
These
key projects are being
administered by the Maritime
Training Council, the state-agency
tasked to give full and complete
effect to the convention in the
Philippines.
Apart
from these efforts, the
Philippines has also adjusted the
required curricula for the BS. in
Maritime Transportation and BS.
Marine Engineering degree courses
to make them conform with the
requirements of the revised 1978
STCW convention.
The
Professional Regulations
Commission, the agency which
issues the licenses or
certificates of competency of
marine officers, has oriented its
licensure examinations for deck
and engine marine officers in
accordance with the assessment
requirements of the STCW Code.
